United States: the FTC Green Guides
Under the FTC Green Guides, an unqualified “biodegradable” claim is deceptive unless the entire product will completely break down and return to nature within a reasonably short period after customary disposal.

The Guides treat one year as the outer limit for items that are usually landfilled, incinerated or recycled. Disposable face towels end up in household trash and then in landfill, where conditions slow decomposition, so “biodegradable” without qualification is very hard to support.
Related US risks:
Bamboo. Fabric made from bamboo pulp must be described as “rayon (or viscose) made from bamboo”. In 2022 the FTC obtained civil penalties of US$2.5 million from Kohl’s and US$3 million from Walmart over bamboo marketing, and has said such fabric does not keep any natural antibacterial property of bamboo.
Fiber labelling exemption. Disposable nonwoven products are exempt from the Textile Fiber Products Identification Act — but the exemption is lost if the fiber content is described falsely or misleadingly.
Organic. Textiles certified to GOTS can be sold as “organic” but cannot carry the USDA organic seal.

European Union: the 2026 ban on generic claims
Since 27 September 2026, Directive (EU) 2024/825 bans generic environmental claims — “eco-friendly”, “green”, “nature’s friend”, “sustainable” and similar — unless the trader can demonstrate recognised excellent environmental performance relevant to the claim.

In practice that means an EU Ecolabel or an officially recognised ISO 14024 type I ecolabel. The directive also bans sustainability labels that are not based on a certification scheme or established by public authorities. Separately, wet wipes that contain plastic must carry the “Plastic in product” marking under the Single-Use Plastics Directive; 100% viscose, lyocell and cotton are not plastic under that directive.

The CMA’s Green Claims Code requires claims to be truthful, clear, complete and substantiated, and since 6 April 2025 the CMA can impose fines directly under the DMCC Act 2024. The UK ban on plastic-containing wet wipes (from 2026–2027 depending on the nation) does not apply to 100% cellulose wipes, which supports a factual “plastic-free” claim.

Q1“Our competitor says biodegradable — why can’t we?”+
Their claim may simply be non-compliant. Regulators and marketplaces act on complaints and sweeps; copying a risky claim copies the risk.
Q2“Viscose is made from wood — isn’t it natural?”+
Viscose comes from cellulose but is chemically processed. Say what it is (“viscose”, “plastic-free”) rather than calling it “natural”.
Q3“Can we say ‘plastic-free’ on a viscose/polyester towel?”+
No. Polyester is plastic. Only 100% cellulose products (viscose, lyocell, cotton) without plastic additives qualify.
