Sold without therapeutic claims, disposable briefs, face towels and bath towels are ordinary consumer goods under the Australian Consumer Law (ACL), not therapeutic goods regulated by the TGA. Claims are what move a product across that line.

Stay outside TGA regulation

Avoid wording that implies a medical purpose, such as sterile, infection-preventing or healing claims, and avoid germ-killing claims that name viruses or specific organisms.

Keep claims true under the ACL

Flushable: do not use it for briefs or dry towels. The voluntary standard for wipes is AS/NZS 5328:2022, and the ACCC secured an A$700,000 penalty against Pental in 2018 over flushable claims.

Country of origin: state it truthfully (“Made in China”); a false origin claim breaches the ACL. Check whether your category needs a specific origin label with your customs broker Verified (Intertek Audit CNIR2601SZ10615).

Fibre content: print what the fibre test shows, e.g. “100% cotton”; describe bamboo-based fibre as “viscose made from bamboo”.

Environmental claims: use specific, provable statements such as “made from 100% viscose fibres (plastic-free)” Verified (Intertek Audit CNIR2601SZ10615), backed by a fibre test report.

Wet wipes are different

Wet wipes are cosmetics. The importer must register with AICIS (the Australian Industrial Chemicals Introduction Scheme) before importing, with no minimum value threshold, and lodge an annual declaration by 30 November.
