IEEPA tariffs have ended. The Supreme Court ruled on 20 February 2026 that IEEPA does not authorize tariffs; collection stopped on 24 February 2026. Refunds are not automatic: the importer of record or its broker must file through CBP’s CAPE process.
The temporary Section 122 surcharge of 10% expired on 24 July 2026.
The forced-labor Section 301 duty of 12.5% (HTS 9903.05.31) applies from 24 July 2026, on top of MFN and the existing China Section 301 duty.
The $800 de minimis exemption is suspended indefinitely and ends by law on 1 July 2027.

A Prop 65 warning is needed only if a product contains a listed chemical above its safe-harbor level.

Since 2025, the short-form warning must name at least one chemical; products made and labeled before 1 January 2028 may keep the old wording. Nonwovens have no fixed Prop 65 risk, so screen dyes, prints and wipe formulas; we can arrange third-party tests Verified (Intertek Audit CNIR2601SZ10615).
“Do Not Flush” state laws
Washington, Oregon, California (AB 818), Illinois, Colorado, New Jersey and Michigan require “Do Not Flush” text and the standard symbol on non-flushable baby, makeup and cleaning wipes. California penalties run up to $2,500 a day. Dry face towels should never be marketed as flushable.
Green and fiber claims
Biodegradable: under the FTC Green Guides (16 CFR 260.8), an unqualified claim needs proof that the whole product breaks down within one year in customary disposal. Towels that go to landfill cannot meet that test.
Bamboo: write “rayon (or viscose) made from bamboo”. In 2022 the FTC secured civil penalties of $2.5 million from Kohl’s and $3 million from Walmart for bamboo claims (FTC press release).
Organic cotton: only with GOTS-certified goods and transaction certificates; the USDA organic seal cannot be used on these textiles.
Plastic-free: “made from 100% viscose fibers (plastic-free)” Verified (Intertek Audit CNIR2601SZ10615), backed by a fiber composition test report.
Labeling basics
Single-use nonwoven products are exempt from the Textile Fiber Products Identification Act (16 CFR 303.45(b)(5)), but the exemption is lost if a fiber statement is false or deceptive, such as “bamboo”. Mark “Made in China” on retail packs and cartons, and check origin-marking details with your customs broker Verified (Intertek Audit CNIR2601SZ10615). Wet wipes follow cosmetic labeling rules, including the US contact.
Cotton traceability (UFLPA)
Under the Uyghur Forced Labor Prevention Act, goods made wholly or partly in Xinjiang are presumed barred from import, and the importer must prove otherwise with clear and convincing evidence.

Generally no. In the US, dry disposable face towels, cotton pads and compressed towels are consumer products, not FDA-regulated. FDA registration applies to medical devices, such as medical cotton swabs, and to cosmetics, such as pre-moistened wipes. FDA does not issue certificates, so claims of FDA certification are false.
