Japan: dry towels and pads are general goods, outside the PMD Act. South Korea: disposable towels, dry tissues and cotton swabs are hygiene products that the importer must declare and have inspected. Saudi Arabia: SABER certificates may apply by HS code Verified (Intertek Audit CNIR2601SZ10615).

What we do not claim (and why)
No “FDA approved”, “FDA certified” or “FDA registered”. FDA does not certify products or issue registration certificates, and our dry products are not FDA-regulated (see the FDA reminder on registration and listing).
No CE, UKCA, RoHS or G-Mark. These marks apply only to products their laws cover, such as medical devices, toys or electrical goods (see the EU rules on CE marking).
Not sterile, not medical-grade. A sterile label needs validated sterilization (ISO 11135 or ISO 11137) and validated packaging (ISO 11607). “Medical grade” and “hospital grade” have no legal meaning. Where true, we say “hygienically produced and individually packed”.
No antibacterial or antimicrobial claims. In most markets they turn a towel or wipe into a pesticide, biocide or drug; our China disinfection-product license does not change that abroad.
No unqualified “biodegradable” or “eco-friendly” claims. The US FTC Green Guides, EU Directive 2024/825 (applies from 27 September 2026) and the UK CMA restrict them. Where a fiber test supports it, we state “plastic-free: made from 100% viscose fibers” (ISO 1833 / AATCC 20 Verified 100% Plant Cellulose).
No “organic” or plain “bamboo”. Without GOTS or OCS certification Verified (Intertek Audit CNIR2601SZ10615), we write “100% cotton”. Towels made from bamboo pulp are “viscose made from bamboo”, as the FTC requires.
No “flushable”. Our towels, pads and wipes are not tested to a flushability standard.
Do disposable face towels need FDA registration?
Generally no.

In the US, dry disposable face towels, cotton pads and compressed towels are consumer products, not FDA-regulated. FDA registration applies to medical devices (e.g. medical cotton swabs) and to cosmetics such as pre-moistened wipes. FDA does not issue certificates, so “FDA certified” claims are misleading.
